Lilly Hayward

Lilly (she/her) serves as the Chief of Staff for Councilmember Steffanie Fain and leads on policy related to transportation (including Sound Transit), housing, and budget issues.

Prior to joining Councilmember Fain’s office, Lilly worked at the Seattle Metropolitan Chamber of Commerce in policy and public affairs where she partnered with a broad coalition of community, labor, and civic partners to advance policies that helped expand access to affordable housing and strengthen transit options across the region.

Originally from New Hampshire, Lilly’s background is rooted in coalition-building. She worked on several campaigns and historic milestones, including helping elect Joyce Craig as the first woman mayor of New Hampshire’s largest city. She holds a degree in Economics and Political Science from the University of Vermont.


Sumiran Poudel

Sumiran serves as the District Liaison for Councilmember Steffanie Fain, bridging District 5 communities and the King County government. Raised in Renton, Sumiran brings local knowledge and a strong commitment to bringing more resources to South King County. He supports Councilmember Fain’s work by engaging with constituents across the district and advancing policy priorities in Law and Justice, the County Budget, Veterans’ services, and the Flood Control District.

Before joining Councilmember Fain’s office, Sumiran was the Graduate Fellow at the City of Shoreline and currently serves as a reservist in the United States Navy. He holds a Master’s in Public Administration from the Evans School and a B.A. in Political Science from UW.


Timothy Billing

Timothy is the Communications and Outreach Manager for Councilmember Steffanie Fain, where he helps connect residents, organizations, and stakeholders with the Councilmember’s work. He serves as a primary point of contact for scheduling and communications, and supports community relations across the region. Timothy also assists with policy areas including Health, Housing, Human Services, Arts & Culture, Local Services, and Employment & Administration.

Before joining Councilmember Fain’s office, Timothy worked in the political space as a campaign staffer on more than a dozen races at the local, state, and federal level. He is a University of Washington Graduate where he earned a B.A. in International Studies and Psychology and served as Student Body President.
